the ceiling is at least 5,000 feet and visibility is 5 miles or more.  weather conditions are at or above VFR minimums. the sky condition is clear and visibility is unrestricted.

thermal plumes may create turbulence or cause reduced visibility.  the radioactivity may affect the signal between the UAS and the Control Station. you can’t fly there since it is restricted airspace.
